Co-organized by the Sino-German Institute of Law of College of Comparative Law, the Institute of Constitution Law of School of Law of CUPL and the Friedrich Ebert Foundation, the 8th Sino-German Constitution Forum was held in Beijing on 9 Sept, 2017. Prof. Qin Aolei from the School of Law moderated the opening ceremony. Dean of the School of Law Prof. Jiao Hongchang and Representative from China Office of the Friedrich Ebert Foundation Mr. Christoph Pohlmann presented opening remarks. During the ceremony, Jiao Hongchang awarded the appointment letter of CUPL Visiting Professor to Prof. Dr. Reinhard Gaier, former President of the German Federal Constitution Court, in honour to the great contribution his has made to the legal exchange between China and Germany.
This year’s forum was themed Constitutional Control on Taxation, included three sessions: Property Right’s Control on Taxation, Right of Equality’s Control on Taxation and Taxation Legalism.
During the discussion in each session, one scholar from China and another from Germany made a theme report, and then scholars from both sides exchanged opinions in terms of the report.
After the sessions, group discussions were held on the latest and most controversial issues of constitutional control on taxation. The scholars from both sides put forward their views and exchanged their experience based on actual practice in their home country.
