CCL undertakes Academic Annual Meeting of Beijing Comparative Law, and Xie Zhiyong elected its new president

The Academic Annual Meeting of Beijing Comparative Law of 2019 & the 10th Anniversary of the College of Comparative Law of CUPL was held successfully at the Jingyi Hotel in Beijing on the afternoon of 30 Nov, 2019.



This annual meeting was sponsored by the Beijing Comparative Law Society and organised by the College. The conference consisted of two segments, the Council Meeting of and the Annual Academic Conference of 2019. The theme of this year's conference was the Mission of Comparative Law in Contemporary China.


Specific Duty Vice-President of the Party Group of the Beijing Law Society Li Ning, Director of the Department of Liaison of the Society Zhou Yuanqing and the members of the Council and scholars from universities and scientific research institutions including Peking University, Tsinghua University, Renmin University of China, China University of Political Science and Law, Beijing Normal University, Beihang University, Chinese People's Public Security University, Chinese Academy of Social Sciences and Beijing Foreign Studies University attended the meeting.


Liang Yingxiu, Chair of School Council of Law School of Beijing Normal University, moderated the second session of the Second Council of the Society. According to the decisions on the meeting, Fei anling, Gao Shang, Guo Xiaoming, Guo Yihao, Xie Zhiyong, Li Min, Lin Hongchao, Liu Chengjie, Liu Yang, Luo Guannan, Mi Liang, Xie Jing and Zhang Nan were co-opted as the members of the Society; Fei anling, Xie Zhiyong, Lin Hongchao and Mi Liang were co-opted as executive directors of the Society; Fei Anling and Mi Liang were co-opted as vice-presidents, and Xie Zhiyong was co-opted as president of the Society. Former President Gao Xiang and Vice- President Wan Meng resigned from their posts. The Council also decided to appoint Gao Xiang as the honorary president of the Society.


In his speech, Vice-President Li Ning stressed that in the context of globalisation and the implementation of the Belt and Road Initiative, comparative law scholars should shoulder the mission of “envoys of legal culture” and base themselves on China and the world, to actively conduct in-depth comparative studies on the legal cultures and systems of different countries and regions from an international perspective, to actively participate in dialogue on an equal footing, and to strive to promote mutual learning and inclusiveness among civilizations, thus contributing wisdom and strength to perfect China's development model of rule of law and build a just and peaceful world order.


The leaders of the Beijing Law Society and members of the Council of the Beijing Comparative Law Society expressed their sincere congratulations on the 10th anniversary of the establishment of the College of Comparative Law and paid tribute to the achievements of comparative law research and personnel training of the College over the past decade.


The theme of the 2019 conference was the Mission of Comparative Law in Contemporary China, and exchanges were conducted in the form of thematic reports and round-table dialogues.



The presentation session was moderated by Prof. Xu Aiguo form the Law School of Peking University professor. Prof. Ding Xiangshun from the Law School of Renmin University of China, Dean of the School of Law of Beijing Foreign Studies University Prof. Mi Liang, Deputy Dean of the School of Law of Beihang University Prof. Pan Weijiang, Prof. Fei Anling from the College of Comparative Law, and Dean of the College Prof. Xie Zhiyong delivered keynote speeches respectively. They gave academic reports on comparative law education, comparative law studies in the Belt and Road Initiative, quasi-contractual issues in the civil code, and administrative courts.



The second part of the conference was a round-table discussion. The first round-table discussion, on the theme Multiple Perspectives of Comparative Law Research: Present and Future, was moderated by Deputy Dean of the School of Law of Beijing Normal University Chai Rong. Dr. Guo Yihao from the School of Law of CUPL, Hua Guoyu, A/Prof. Hua Guoyu from the School of Criminology of Chinese People's Public Security University, A/Prof. Lu Nan from the School of Law of Tsinghua University, A/Prof. Ming Hui and A/Prof. Yu Shengfeng from the School of Law of Beihang University and Prof. Zhang Tong from the College participated in the discussion.



The second round-table talk, with the theme of the Status Quo and Reflection of the Departmental Comparative Law Research, was moderated by Liu Chengwei, Deputy Dean of the Graduate School of CUPL and professor at the College. The scholars attended the round table included researcher fellow at the Centre for Human Rights Studies at Renmin University of China Guo Xiaoming, A/Prof. He Qihao from the College, Dr. Liu Yang from the Law School of Renmin University, Prof. Ran Hao from the Institute of Law of Chinese Academy of Social Sciences, Prof. Yuan Yi and Dr. Zhang Nan from the College.


The round-table discussion focused on the current situation and problems of comparative law research in contemporary China, and prospected the development direction of comparative law in the future. The development possibility and potential contribution of comparative law were also discussed. The academic atmosphere of the conference was serious and lively, and the views were diverse, which fully reflected the spirit of academic compatibility of comparative law. Under the great change of the new era, the scholars agreed that the study of comparative law needs to reform the methodological tools, broaden the horizon and break through the static rigid institutional research. They believed that on the one hand, the cultural and historical roots of different western systems shall be deeply explored, and on the other hand, multi-dimensional studies on non-western, regional and global dimensions should be actively carried out; at the same time, it is necessary to actively explore the ways of expression of the discourse of rule of law in China and provide the research with in-depth thinking for the mutual learning of global legal civilisation.
