The Seminar on the Newly Revised Administrative Punishment Law and the Modernization of Beijing Governance was held in Beijing on the afternoon of 13 May, 2021.
The Beijing Government Legal Research Association, the College, the School of Humanities and Law of the North China University of Technology, the Law Teaching and Research Department of the Party School of the Beijing Municipal Committee of the CPC, Beijing Beida Yinghua Technology Company (the PKULAW.com), the UniTrust TimeStamp Authority, the Legal Affairs Department of the Beijing Municipal Bureau of Market Supervision, and the Huangsongyu Township Party Committee of Pinggu District jointly organized the event.
Zhou Jidong, President of the Beijing Government Legal System Research Association and former Director of the Legal Affairs Office of the Beijing Municipal Government, attended the meeting and delivered a keynote speech. Director of the Institute of International Law of the Chinese Academy of Social Sciences Mo Jihong and Vice-President of the Beijing Government Legal Studies Association & Deputy Director of the Bureau of Justice of Xinjiang Production and Construction Corps Han Jingfeng presented the opening remarks. More than 60 guests from Beijing municipal commissions, courts, procuratorates, villages and towns, law schools, legal enterprises, law firms participated in the meeting.
Chen Yiyong, Vice-President of the Beijing Government Legal Research Association and Director of the Legal Department of the Beijing Municipal Finance Bureau, moderated the seminar. Member of the Party Committee of Huangsongyu Township of Pinggu District Zhang Yujuan, Deputy Dean of the Law School of Beijing Wuzi University Prof. Wu Changjun, and Prof. Ge Yujun from the Legal Affairs Department of the Beijing Municipal Bureau of Market Supervision presided over three sessions respectively.
The conference consisted of 3 sessions, the basic requirements of the newly revised Administrative Punishment Law, the guarantee and implementation of the newly revised Administrative Punishment Law and the reform of the punishment power system and the optimisation of Beijing’s governance.
15 experts and scholars from different legal institutions including Dean of the College Prof. Xie Zhiyong, Director of the Law Teaching and Research Department of the Party School of the Beijing Municipal Party Committee Jin Guokun, Distinguished Professor at the Law School of Tianjin University & Deputy Dean of the Institute of National Institutions and National Governance Prof. Xiong Wenzhao, Deputy Dean of the Institute of Foreign Law-Based Government of University of International Business and Economics Prof. Zheng Yafang, Director of the Legal Affairs Department of the Beijing Municipal Finance Bureau Chen Yiyong; Deputy Director of the Legal Department of Beijing Comprehensive Law-Enforcing Bureau of City Administration An Pei, Deputy Director of the Legal Department of the Beijing Municipal Market Supervision Bureau Wang Zhanying, Chairman of the UniTrust TimeStamp Authority Zhang Changli, Director of the Product Centre of Beijing Beida Yinghua Technology Company Guo Lu and Director of the Government Legal Affairs Department of Beijing Weiheng Law Firm Zhang Tong delivered keynote speeches.
The conference compiled a collection of monographs on the topics. The collection was divided into four chapters, they were, respectively, “the evolution and characteristics of the law enforcement system in Beijing”, “the connotation, characteristics and influence of the newly revised Administrative Punishment Law” “the implementation of the newly revised Administrative Punishment Law: difficulties, emphases and methods” and “the reform of the punishment power system: concentration and subsidence”, in a total of 29 articles.
The revised Administrative Punishment Law will come into force on 15 July, 2021 This revision has further enriched and improved the basic system and rules of administrative punishment, fully reflecting and consolidating the major reform achievements made in the field of administrative law enforcement. It provides a better basis for the law enforcement agencies to punish and manage effectively according to law. At the same time, it also puts forward higher requirements for the administrative law enforcement work. It is an important task for administrative law enforcement agencies at all levels to learn, understand and carry out the Law according to the characteristics and context of the capital. The grand convening of this seminar was of great significance for the implementation of the Law, the promoting of strict, standardized, fair and civilized law enforcement of the administrative law enforcement organs at all levels in the capital, and the further improvement of the modernization of Beijing’s governance.
